Questions
Is this a roadworthy certificate?
No. Roadworthy or safety certificates are issued under your state's licensed-tester scheme through its own system. Mech Central produces the inspection report you give the customer, and can bill it.
Can the buyer see it without an account?
Yes. The report link is secured by a token and opens in any browser.
